This is not designed to disrespect England or the English, it's merely a fun way to explain your particular nationality whilst in France or in French speaking countries such as in North Africa or Polynesia. 

As an English speaker but not English, it can be quite frustrating to constantly be mistaken for being English by French people. The French have a habit of considering everyone who speaks English, to be English. However, the reality is that there are many more English speakers who are not English than there are English. Wales is one of those countries that speaks English, however, in a particular accent that English speakers recognise instantly. So imagine the frustration when a Welsh person is in France and every French person they encounter asks if they are English.
